Joe's practice is focused on construction and commercial litigation in both state and federal courts. His experience includes representing contractors and sureties in construction and commercial disputes on large public infrastructure projects. His background also extends to other construction-related matters, including False Claims Act actions, bid protests, and employment law matters, such as wage/overtime actions and retaliation claims. Additionally, he has had involvement in the contract drafting and negotiation process for several public-private partnership projects, including, most recently, the Airport City project at Miami International Airport.
Specific examples of Joe's previous involvement with construction-related disputes and legal issues include, among others, the following:

  • Served as a key member of a team that obtained a favorable settlement for a subcontractor in a multimillion-dollar dispute with a precast concrete supplier on a high-speed rail project
  • Successfully defended multiple construction contractors in employment-retaliation actions
  • Assisted with a U.S. Government Accountability Office bid protest filed on behalf of a general contractor on a U.S. Army Corps of Engineers infrastructure project
  • Advised a construction manager attempting to obtain final payment on a private project in the Bahamas
  • Counseled a general contractor regarding the enforceability of a foreign arbitral award against a foreign sovereign's assets in the United States
  • Generally advised contractor clients regarding the public-private partnership procurement process in Florida, including the use of unsolicited proposals
  • Participated as a member of a team that defended a construction manager and its sureties in a $60 million dispute with a trade contractor on an $840 million airport construction project, which resulted in a favorable settlement for the clients
